I've tested the beta version of the Video Splitter, but unfortunately the splitting of my test file (Video: Windows Media Video V8, video size 320 x 240 px, 350 kbps; Audio: Windows Media Audio V9.2, 48 kbps, 32 kHz, stereo) was not correct.
The splitted part started about 7 seconds too early, giving the impression that GOP splitting was performed, probably starting the fragment on the previous K-frame.

How is the current situation concerning frame accurate cutting/splitting of WMV files?
As far as I know this was announced already a year ago!
In the meantime I am using ASFBIN by Radoslaw Strugalski.
It is free for private use and does not reencode the file but can do frame accurate splitting.
Also it is blazingly fast! It would be nice if your video splitter could have the same capabilities.
